The remake or rebirth or regeneration or rebootmagining of The Crow might finally shoot this summer, so says director Stephen Norrington. He tells Mania (via Worst Previews), "The producer and visual effects people are crunching numbers...we've opened discussions with major cast but nothing is final yet."

The "crunching numbers" part of that should tell you all you really need to know, specifically that there's no budget in place yet, and until that happens, the film can't really move forward. You can't hire actors, can't approve a crew or even locations, so I'd say summer is fairly optimistic. But it only takes one "yes" from the right person.
And even though Norrington hopes it happens this summer, he does acknowledge that all those things take time and, more importantly, money, so he clarifies that it's far from being a done deal.
What Norrington does have set in stone is his perspective on the character. While it is a new version of a character we've seen a few times before, the director said last summer that this film will have a new story, following up in November to break down one major difference. "He'll have makeup, but it will be different," Norrington said. "The best way to compare it is the first Batman and Batman Begins. In terms of their look and feel and character."
Now if he can get Mr. Moneybags to buy into that setup before the summer and we'll get a new Crow movie next year or so.

Still hoping that the story adheres more to the gritty, true-crime feel of the graphic novel, although the makeup was the same in that one.
